Higher Education Scholarships Based on Financial Need
They are awarded annually by the CROUS based on parents’ income and expenses.
The following are eligible to apply for a need-based scholarship:
• students under the age of 28 as of September 1 of the academic year in which they first apply,
• students with French citizenship,
• students holding a refugee card issued by OFPRA,
• students who are nationals of a member state of the European Union or the European Economic Area and who meet certain specific conditions,
• foreign nationals residing in France for at least two years and whose primary tax household (father, mother, or legal guardian) has been located in France for at least two years.
Applications must be submitted online at http://www.etudiant.gouv.fr from January 15 to May 31 for the following academic year. The CROUS will notify each student directly in July regarding the status of their application.

Financial Assistance for Continuing Education Trainees
Specific financial assistance is available for continuing education trainees, including (the Business Development Plan, OPCO, Transitions Pro, CPF, Pôle Emploi, regional governments, Action Logement, etc.).
Specific Forms of Assistance
Specific financial aid may be granted to students facing significant hardship. This may take the form of either one-time assistance (for serious, temporary financial difficulties) or an annual grant (for long-term financial difficulties for students who do not receive a needs-based scholarship).
Applications are reviewed by the CROUS social services department and the DSE office, then examined by a committee comprising various stakeholders, including student representatives.
Applicants must contact the CROUS social worker in Belfort to prepare their application.

Exemption from registration fees by individual decision
A student may apply for an exemption from enrollment fees (tuition) without being a scholarship recipient or a ward of the state, if his or her personal circumstances warrant it.
The application must be submitted to the Registrar’s Office by March 8 of the current year: service.etudes@utbm.fr
The exemption may be granted for only one degree program.
The conditions are as follows:
– Be enrolled in a student-status training program,
– Have taken all university exams during the previous academic year (same criterion as for the awarding of state scholarships).
The final decision is made by the director of UTBM after consulting with the director of academic programs and pedagogy and the equal opportunity coordinator.
The UTBM Foundation
According to its bylaws, the foundation’s mission—among other things—is to provide financial assistance to students for their projects. In practice, this involves awarding scholarships to certain students whose circumstances meet the specified criteria: study abroad semesters, entrepreneurship, and civic engagement projects.
Each year at the commencement ceremony, a Foundation Award, worth €3,000, is presented to a student or group of students with a project that demonstrates strong potential for innovation or benefits the widest possible audience.
