The safety guidelines of the Vigipirate plan must be followed on all the institution’s campuses.
France is on “Enhanced Security – Terrorist Attack Risk” alert.
Everyone is therefore asked to remain vigilant on a daily basis on UTBM campuses by following these guidelines:
1. Except in the areas designated for that purpose, leaving bags, packages, or personal belongings on the premises is strictly prohibited.
This prohibition applies in particular to libraries, where leaving personal belongings unattended is not permitted. It also applies to luggage in classrooms, hallways, and even at campus reception areas. Furthermore, no luggage will be stored.
2. Any suspicious behavior by an individual must be reported to the facility director or the facility’s security and defense officer (FSD).
Everyone has a role to play in preventing violent acts.
By reporting suspicious behavior, it is possible to prevent a crime from being committed. These reports directly contribute to the prevention of any act of terrorism. To do so, please refer to thedownloadable fact sheet.
When it comes to radicalization, any unusual behavior should be reported.
3. Any suspicious vehicle or object on UTBM campuses must be reported
4. Any public event held on a university campus must be reported in advance (application for authorization)
This notification must be submitted at least 15 days in advance by filling outthe events calendaror by contacting the FSD or the HSE Prevention Advisor directly.
Events organized on a registration basis, involving participants from outside the institution, must be subject to specific security measures (access control, badge requirements, elimination of coat check areas, presence of security guards, visual inspection of bags, etc.), which must be systematically approved by the security and defense officer and the HSE Prevention Advisor before authorization is granted by the institution’s director. These events may require the signing of an agreement regarding the use of the premises.
5. Travel abroad must be limited to essential business trips only
Before any trip, you must consult the website of the Ministry of Foreign Affairs. Employees traveling abroad agree to review and follow the guidelines and recommendations on the Ministry of Foreign Affairs’ “Diplomatie France” website—under the “Travel Advice” section (safety, health, etc.):http://www.diplomatie.gouv.fr/fr/conseils-aux-voyageurs_909/index.html
The institution’s administration centralizes the recording of all trips abroad that are considered “sensitive” in terms of security, in order to be able to promptly inform the Ministry of Foreign Affairs of the possible presence of UTBM staff in an area where the situation is rapidly deteriorating.

6. Cybersecurity: Any victim of a cyberattack must promptly notify the Chief Information Security Officer (CISO) and the Qualified Information Systems Security Authority (AQSSI) by sending simultaneous emails to rssi@utbm.fr and aqssi@utbm.fr
